Is there a way to set the launch graphic settings? (GTA IV) (GTA Connected)

Hi, is there a way to change the settings so that when I launch local 2 player with Nucleus, through GTA Connected, that GTA IV always loads with the exact same settings?

The game always launches with Very High settings, and when I change them it resets the screens because the resolution changes (despite me not touching it).

Does GTA Connected have a settings ini which determines the launch graphic settings?

To note, my story mode settings do not transfer to GTA Connected.

Update: GTA Connected reads commandline fine, Nucleus handler was bypassing the settings
