A private communication system between players such as the pager (GTA3) or the telephone (VC and SA), and possibly using the pager graphic when the message sends or using the phone model when the text is sent/received. I'm not 100 percent sure this is possible, but I do believe something like it can be done.
This is something that server owners needs to have scripted, so it's per-server instead of global for the mod.
