Clans / Reforming Mafia clans on GTAC

On Gta 4 Xbox 360 / PS3 there used to be Mafia clans that were made up of groundsmen and pilots. Genovese, Gotti, Campione, Gigante to name a few. They were basically soldiers led by a Mafia Don, and they would take turns trying to Assassinate the other clans Dons' and were at constant war with each other and would team up against everyone else in multiplayer free mode lobbies. Hi I would like to know if any mod menus / trainers are permitted for GTAC besides the ZMENU? Thanks
