How to allow server to use mod menu in server

Hello

i wanna know how to allow server to use trainers and mod menu on it
i have a mod menu installed in my game and in some servers i can use my trainer
i wanna use it in my server but some how idk why it dont show up
i believe there is must be some setting in server.xml or some resources that allow me to use trainer but idk what is it.
If anyone knows how I can fix it, please tell me.

(the trainer that i use is zolika1351 btw if you needed.)
